Dependent’s Pass Application
WHAT IS A DEPENDENT PASS?
Dependent Pass (DP) is for the legally-married spouse or unmarried children (below 21 years of age) of eligible Employment Pass or S Pass holders who wish to live and stay in Singapore.
DP is tied to the validity of the main work pass. Eligible DP holders may be able to work in Singapore if they find jobs
GUIDE BEFORE, DURING AND AFTER THE APPLICATION OF A DEPENDENT PASS
1. Know the eligibility and requirements
Employment Pass and S Pass holders can apply for Dependent Pass if all of the following requirements are met:

LQS (formerly known as FTE) refer to Singaporeans and Permanent Residents who earn a monthly salary of at least $1,400 and receive CPF contributions for at least 3 months. Local PMEs refer to professionals, managers and executives who are Singaporeans or Permanent Residents, earn a monthly salary of at least $3,900 and receive CPF contributions for at least 3 months. |

2. Prepare the documents before the application
The following are the basic set of documents required to apply for DP. Additional documents may be requested by MOM when they review the application.

Where a document is in a foreign language, the document must be translated into the English language.
3. Apply for the Pass
The employer or the appointed employment agency may apply for the pass on behalf of the foreigner. The application must be submitted online to the MOM portal and will be processed within 3 weeks or may take longer if additional information or documents will be required by MOM.
Dependants of Employment Pass (Sponsorship), PEP or EntrePass holders will be within 8 weeks for most cases or may take longer if additional information or documents will be required by MOM.
4. Bring the foreigner into Singapore and get the pass issued
The foreigner can enter Singapore once the In-Principle Approval (IPA) from MOM is received. The IPA gives the foreigner 6 months (for dependents of EP holder) and 2 months (for dependent of S Pass holder) to enter Singapore and get the pass issued. Do note that the foreigner must be in Singapore to get the pass issued.
After the issuance, the notification letter (valid for 1 month from the date of issue) allows the foreigner to travel in and out of Singapore while waiting for the pass card to be received. The notification letter states if the foreigner needs to have a fingerprint and photo taken for card registration.
The following information and documents are needed to get the pass issued:

Foreigner's Singapore contact details

Foreigner's current Short-Term Visit Pass (STVP) or immigration pass details

Foreigner's Singapore residential address, which must meet the housing requirements

Singapore residential or office address to receive the foreigner’s card

Details of up to 3 authorised recipients to receive the card (their mobile number, email address and NRIC number / FIN/passport number)

5. Register fingerprints and photo
Check the notification letter whether the foreigner is required to have the fingerprints and photo registered. If required, an appointment must be made to visit Employment Pass Services Centre (EPSC) for the registration within 2 weeks (for EP dependents) and within 1 week (for S Pass dependents) after the pass is issued.
The foreigner should bring along these documents for the appointment:

6. Receive the card
The card will be delivered to the given address 4 working days after the foreigner registers and gets the documents verified.
The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery.
After 2 unsuccessful deliveries, the card must be collected personally from MOM within 3 working days after the second attempted delivery.
Appeal against a rejected Dependent Pass application
In case of an unsuccessful application, check the rejection advisory in EP Online to view the reasons for rejection and view advice on what to do next. If the foreigner can address the reasons for rejection stated in the rejection advisory, then he/she can submit an appeal within 3 months of getting the rejection through the MOM portal. If this period is missed, a new application must be submitted.
Appeals take at least 3 weeks to process or maybe longer. The outcome of the appeal can be viewed in EP Online portal.
POST-APPLICATION STEPS (if required)
1. Notify MOM of any changes in DP holder’s particulars
Sponsoring company or main work pass holder must notify MOM under these circumstances:

Change in residential address or contact details

Change in personal particulars
2. Replacement of a Dependent Pass card
In case of a lost, stolen, or damaged pass card, the pass holder must apply for a replacement within 1 week.
The application for the replacement of the DPcard will be done online through EP Online portal.
If the request is approved, print the card replacement letter for the instructions on collecting the replacement card.
The replacement card can be collected 4 working days after the approval. An appointment is not needed for card collection.

3. Cancellation of a Personalised Dependent Pass
The DP must be cancelled if the DP holder no longer needs it.
Cancellation can be done online through EP Online portal.
Before cancellation

Buy an air ticket and pay for any connecting transport costs to the international port of entry in the DP holder’s home country nearest to their hometown.

Before booking the flight, please check whether the airline has any requirements for boarding (e.g. pre-departure COVID-19 test) and ensure the DP holders comply with them. Otherwise, they may not be allowed to board.
Important notes for cancellation of a Dependent Pass

Request for cancellation of the pass can be submitted up to 14 days in advance. Or 1 week from the pass holder’s departure date.

A request for a short visit pass (STVP) is needed if the pass holder is still in Singapore after the cancellation. The pass holder needs to show the STVP and a valid passport to the immigration officer when leaving Singapore.

If the pass holder has left Singapore permanently, the DP must be cancelled within 1 week from the departure date, unless it has expired.

Once the DP is cancelled, any related Letter of Consent or Work Permit will also be cancelled.

Once the pass is cancelled, please cut the pass card in half and discard it to prevent misuse.
